 Governments can't actually make the sea flat. The ocean's surface is shaped by natural forces like wind, tides, and currents, which are beyond human control.


Governments can, however, take measures to:

- *Mitigate coastal erosion*: By building seawalls, dunes, or other coastal protection structures.

- *Manage coastal development*: By regulating construction and development in coastal areas.

- *Study and adapt to ocean changes*: By funding research on ocean dynamics, sea-level rise, and climate change.


These efforts can help protect coastal communities and ecosystems, but they can't make the ocean's surface flat.
